Are you referring to just your pets? Are you referring to the communties pets as a whole? What is your situation? And what are yo currently doing? These all need to be addressed before anything can be suggested or started. You have to have a specific goal in mind.

perhaps volenteer at shelters, and maybe start a dog walking group. it depends on how far you want to go woth it but there is a lot you can do to improve the community for animals

Depending on your level of dedication, you may want to start the development of a dog park in your area. You may also organize a neighborhood dog walking group.
