Try using programs such as Ad-a-ware to remove any spyware/adware on your computer that might be taking up CPU cycles away from you. Also try programs such as SpyBot: Search & Destroy to possibly catches other spyware/adware that Ad-a-ware might have missed.
However, to ensure that nothing is on your computer, backup all your data from your computer and re-install your OS from scratch, individually re-installing programs that you know you want on your computer.
The other method would be to uninstall programs you are no longer using but doing that will sometimes leave a footprint on your harddrive that could affect other programs.

You'd normally use the restore disks that came w/ your PC.
You might wanna check your AV -- if you've got some monster AV that does tons of things -- ie, Norton or McAffee (home editions) -- then I'd uninstall the firewall and antispam features (or add a ton of RAM).
Also make sure you're free of viruses and spyware.

Go to Start>Settings>Control Panel. Then Internet Options> Delete cookies. This will delete any internet tracking cookies the Browser may have picked up.
Your browser must be closed.

to restore your system files to an earlier date (which might fix your problem) go to start-> programs-> accessories-> system tools-> system restore
then just follow the on-screen instrustions and then pick and earlier date to revert to.
