In a democracy, the majority rules. They often find it convenient to tax or put other burdens on some minority. Thus, people will not give up their air-polluting motor vehicles, but they will instead complain about smokers, tax them, and ban them from public buildings. And even though most serious traffic accidents involve sober drivers that are speeding, tailgating, and lane jockeying, the majority will focus on the one-third of accidents that involve alcohol, and punish the hell out of those people.

Much scapegoating is even less justifiable--such as the old bias that redheaded women were witches who could be burned at the stake. Nowadays, Arab followers of Islam are all profiled or suspected to be terrorists. There is still bias agains the Jews, in some quarters, and Germans, for what happened in Nazi Germany. And most Americans believe that Russians are all spies or alcoholics. Fortunately, Black people have largely risen above the scapegoat status. Scapegoating is basically invidious discrimination.

Scapegoating helps a group to feel superior to other groups, and justifies them treating others badly.
