I am talking about a banner for my website like for the top of my website.

Picassa doesn't give you that kind of editing ability. paint is actually your next best bet! You can resize your photo with paint and make it 468X60 or any other size your need.

Use the paint program that comes with the computer and make your banner to size and color it to use as the background, save it as a jpg or gif to your pic file or picasa files and create it there by resizing or adding pics. Glickr has an animation program that allows you to animate your banner.
At Xmas time I made a nice animated banner starting with a black background from paint then using text ,borders and objects from picasa, made 2 banners and animated them so the image flashed back and forth between the two banners, it came out really nice.
