BehindtheName.com is my favorite. It has names from all over the world as well as detailed etymology and a forum for additional suggestions. And no pop-ups: I have that problem with 20,000 Names. Then there's BabyNames.com, which is good for a quick overview and lets you keep track of your favorites; GodChecker is cool if you want a mythological feel.

If you're looking for random inspiration, try generators like Seventh Sanctum and Serendipity.
