I’ve found a fantastic company called Sitesell. This is the very first time I have ever built a website, so I needed a company who could take me by the hand, step by step!
I have nothing but praise for them! They make EVERYTHING so easy! They supply all of the online training, simple (yet incredibly sophisticated tools) and excellent support.
The cost is just $299 (£170) per year. That includes all of the above plus domain registration. They even supply the templates for designing your site! And don't worry about html coding or other techy stuff as that's all taken care of for you!
My site is only 9 months old. It is already very highly ranked by the major search engines and is attracting up to 1000 visitors a day! Plus it generates an income which not only covers the costs, but actually shows a healthy profit!

If you just want a personal web site you can go to http://www.geocities.com . It is run by Yahoo. You can use easy to use templates or write the entire HTML yourself. It is free and the only negative is that there is a strip of ads on the right side of the screen.
My previous ISP gave fee web space. When I switched to broadband there was no longer any free space. I was able to transfer the complete site over with no problems. It supports java, javascript, css, etc.

Some of the google offerings aren't bad
Google pages is a bit hit and miss because it's so new and you can never be quite sure if it's going to work the way you want it too - but it's really easy.
You could also set up a blog. Many popular sites use blog software nowadays because it is so easy to use - even if they don't call what they do a "blog"
The new blogger beta is particularly easy to use

just get some easy software that build it for you, hotdog is really fun to use and builds great websites, just start with the Junior Edition and find out if it is usefull to you (No joke it is a real tool)

Use a good WYSIWYG editor. Make it like using a wordprocessor but it is really generating HTML for you.
