Yes I have to wear light scented cologne or perfume because I get bad headaches from the smell or if someone else has on a real strong smelling cologne or perfume. Even heavy scented hairspray can give me a headache also. I do love the smell of colognes and perfumes as long as they are light smelling.

Have totally had this happen.
I don't use fragrance at all because a) I never got into it mostly because b) my best friend (since we were 3) has an allergic reation to something in many perfumes.
It is okay when someone has a little on and it just smells good. It is too much when the whole room still smells like the person after they leave. Ugh!

Yes. When it happens on a plane it's unbearable. Perhaps cologne, perfume, etc should be added to the long list of banned items on flights. Also when sitting next to someone in a crowded movie theater, so you can't move to another area.

Yes. Too much cologne/perfume makes Dragon's head hurt. Don't need much at all.

Don't know the answer to that one, personally, a dab will do you. I don't know if you noticed but lately many public places have signs put up: "This is a scent free building." Specially hospitals and Doctor's office.
