The absolute best way to do that is to use your own computer. Really, get apache web server (free), PHP (free), and MySql (free) and you are ready to do everything the hosting companies do. These are exactly the same programs they use and you can use them too on your own machine!

just download easyphp and any wamp package like xampp and you have a free web server on your computer
