Because he truly, like most of those working to enforce the New World Order on the common man, believes himself better than the rest of humanity.
This man is one of the powers who manipulates Puppet Bush and pushes the frightening agenda of terror and submission upon Americans.
He is also aware of how much money he is making from business dealings with the Bushes and Clintons among others by promoting the wars in the world, esp the Middle East. This war costs him nothing, but it costs the people who foolishly elect him in the bodies of young men he has the power of life and death over.
They say, a psychopath or sociopath from the wealthy usually ends up a politician or a lawyer. Hmmm, it leaves one thinking doesn't it?
Cheney ain't a nice man. That is why he smirks that supercilious smile when he looks down upon the "sheeple" he fleeces on a daily basis.

I think Cheney's face is stuck in that position, since he is the angriest man alive. When he is smiling it comes off as a sneer.

Arrogance is thy name. He is doing that because while we all protest this fiasco in Iraq, he is making millions. He still owns stock and still gets stock options from Halliburton. I would say that is a conflict of interest.

Do you have any examples? I've never noticed him sneering, but in all honesty, I haven't watched him that much.
