if your turtle is "hibernating" in the water, I think it is dead
does it not have any land that it can crawl out on?
bring the turtle inside and allow it to warm up (may take a few days)

Is the water heated? Cold and turtles don't mix very well.
There is the chance that she's dead. Quick way to check, take her to a warmer room for a while. See if she starts to move at all. Turtles really should be kept in warm water at all times. It is possible to hibernate your turtle however, you'll need more than just water in your tank. They burrow when hibernating.
Keep water temperature to about 75F or so. That keeps their digestive system working and helps fight off infections. Keeps them active as well. Make sure the water is very clean. Heavy filtration is a must for any turtle.

A hibernating turtle will be 'tucked in' and hiding- usually in a thick layer of mud in about 40 degree water. I am afraid your turtle is dead.
Turtles need certain things- and this includes heat. As mentioned already, turtles should be kept at about 75-80F. This is not optional, but sadly is not often mentioned when people buy these for pets.

tap on lims see if she responds also try warm water. Also if she has slowed eating and drinking it could be hibernation. Any sign of disese? And
HOW COULD YOU PUT A TURTLE IN A COLD ROOM? Turtles are cold blooded.

im not aturtle expert but i know alot turtles do not hibernate put her into a warm enviroment or take her to the vet which i would do

put her in a warm room, away from harm. it sometimes depends on the kind of turte you have. but I think that she is just hibernating. if you put her in a warm room then she will be better.
