If you are talking about Windows Remote Desktop Connection, the solution is fairly simple.

On the router, you have to enable port forwarding on port 3389 to the remote machine.

I have one question for you. The public IP address on the router, is it Static or Dynamic? If it is static, then you should be good to use RDP. If it is dynamic, then it could change at any time. If this is the case, I would suggest using GoToMyPC.com

While there is a low monthly fee, GoToMyPC.com provides a very secure connection to your computer through their servers. This also bypasses the problem of having a dynamic address because the PC updates their servers of any changes and when you attempt to connect, it will route you there automatically.
