It has nothing to do with being a student. It depends on how much income the person had, and whether they're a dependent or not, among other things but those are the main ones.

Many students make below the level where they'd have to pay taxes - then they'd get 100% of their federal income tax withholding refunded to them.

How much did they make ?
Did they live at home ?
Did their parents claim them as a deduction ?
How much did they spend on tuition ?
