Let's take politicians; do they all join politics in order to make a packet for themsleves? Well, at the risk of appearing naive, I'd say no.
So there is not necessarily adverse selection.

However, once we have voted them in, then the temptations are there, and some act on the temptation. Hence moral hazard.

The same applies to the US CEOs in jail; I guess not all of them became CEOs to cheat.
