Marc Bulger and David Carr.
Marc Bulger: He had the 3rd best Rating in the NFC and I haven't heard anything about him saying he was a good QB.
David Carr: Considering with Andre Johnson as his best receiver, and the O-line he has, a 82.6 passer rating is pretty good. If he was on an above average team. That could jump in the high 80's maybe even the 90's.

Roethlisberger set records within his first two seasons
McNabb was a beast with TO, and is still a beast now, dont forget he made it to the Super Bowl in the 2004 season
No one else really jumps out at me to be honest. I would have said Brees but he was the MVP runner up. I would say Vick but more often than not hes getting in trouble for drug use, and hes really a scrambler, not really a quarterback. I would say Farve, but hes actually declining, and he was better like 5 years ago.

Honestly Peyton manning is the most underrated. People don't understand the talent a knowledge he has. All people want to talk about is his playoff struggles. I would also have to say Drew Brees is underrated.
