Because they usually don't tell anyone they're being teased.

One reason is that those doing the teasing are busy bodies.
Some people have no self-control, but love to try to control
others.

Some loud people believe they've a right to know what the
quiet one thinks, or believes. Since a quiet person has a
right to self-ownership, those teasing the quiet one are
being bullies.

Another is the idea that we are all equal, meaning the same
in every way. We're told this from elementary school through
adult hood. Then when we see a person behave in a way
that is not "equal," not the same as every one else, we're
repulsed by it.
We believe in absolute equality so much that we are repulsed
by differences.

I'm very quiet. I'm not teased, though, but people always call me a "snob" or "stuck up." I guess that's what they assume, thinking I don't talk a lot because I think I'm better than everyone else, but really I'm just shy...
But those who are teased for being quiet is because people are cruel, and those people choose to pick on people they know won't fight back. I guess teasing just makes bullies feel better about themselves...

They may get teased, depending on their age. Or, as they get older they may be labeled as stuck up. People thing they're stuck up because they're quiet, don't like eye contact, avoid gatherings...when in fact they are shy and insecure and very far from being stuck up.

1 they don't protest the teasing as much as anyone else

2 out of the usual, they aren't the blathering idiots they're used to being around

3 every one thinks they want to say something and are intimidated instead of just naturally quiet

1) They don't speak up when they are harassed.
2) They are easy victims. People can make fun of them over and over and over, because they know they won't say anything to anyone. For thus reasoning, the enemy comes back for more.
3) I think some people are shallow and don't get to know the quieter ones, and then automatically stereo-type them as "weird" or "outcasts."

I WAS TEASED FOR BEING SHY AND QUIET BUT IF IT GETS TOO BAD YOU NEED TO TALK , TO SOMEONE SO IT CAN BE CORRECTED!

because people like feeling superior to others and so they tease and bully those that seem weak to them. and so they target those that are quiet and shy because they think that they're weak.

I didn't know that they were. People in general are teased about something or another whe growing up. It kind of a "rite of passage" thing.

My sister was painfully, incredibly shy, and she used to get picked on because they thought she was being stuck up and thought she was better than them so they wanted to bring her down a peg or two.
