First, child support collection has become worldwide now. There is now a worldwide data base. So its actually in all places. They probably havent caught up with her yet. Contact your local collection agency and give them all your info and demand to know whats happening. You can always take her back to court for non-payment which could add up to a nice sum shell have to pay or possibly forfeit her license til current

They may be mistaken about who is the plaintiff and who is the defendant. You should contact them (in MS) and clear it up. That happened to me too. Also, have you lived in MS for at least 3 years? If so, you can have jurisdiction changed to MS. Just tell the worker you want to change the jurisdiction of your case.

if the marrige was ended in MS, it should be handled by, MS unless you both agree to move it. sounds like something is wrong, talk to your lawyer. but be glad you got custody, I don't and would gladly take no money to have my little girl back.
