Sites with the *.de notation simply means that the domain name has been registered with the country that handles the issuing of domain names, in this case, Germany.

The same is said with those with *.eu but instead of a single country, it's registered and handled by the European Union, which is somewhat similar to the *.com's.

They are sites registered by the Internet governing organization in that country, or region. .de - Germany eu - European Union

It does NOT mean the site is in that language, or pertains to that country.
