Yes they were, it was a way of stopping thief's from stealing gold, kidnapping people & stealing the horse's that "drove" the stage coach's during the early 1800's. Training them did take a few years to do and the people or companies who "ordered" them they would need to wait a while just like now or days when you order a new car or an air company orders a new 747 plane, you'd have to wait for it to be made to work.
