I have been confronted by a very concerning situation. I am aware of an individual who allows her 13 year old daughter to engage in sexual relations with her boyfriends in her own house. Even though the mother has her daughter taking birth control pills, I find this situation disturbing. I am seeking your mature and, or, professiomnal opinion regarding laws against parents that promote their teens to be sexually active. Would this be considered a form of neglect or child endangerment. also I am interested in hearing the opinions of parents who have teens. Would you allow this behavior in your own home ? This is a very serious question. I am extremely concerned for this young girl.

Since I have no way of knowing what state you are living in, I can't tell you the legal age of consent. But I can tell you that 13 is NOT the age of consent in any state in the United States!! See the list below.
There will be legal problems for the girls parents, and for the boy and his parents if he is underage, too. This is exactly why there are laws regarding the age of consent.
It is indeed parental neglect. It is also 100% without a doubt child endangerment, child abuse, and disgusting to boot.
She needs to be in protective custody, her parents need to go to jail and the boy she's having sex with needs his butt kicked.
Please call your local police department, tell them what you know; that the 13 year old is on the pill and sexually active. That her parents think it's okay for her to have sex since she's on the pill.
You might be the only hope this child has at a normal life! Call the police and ask them if you need to call Child Protective Services or will they do that, tell them everything and ask for help.

I don't think it would be considered a form of neglect. I don't think it would be considered endangerment either since the girl has her mother's help in getting birth control pills. But the girl may be dating older guys in which case that would be definitely illegal. Of course I wouldn't allow this behavior in my own home but even in the community I live in, kids are given their own keys and bring other kids home to an empty house. I would be extremely concerned for this young girl, too.

There a lot of laws pertaining to child neglect too many to count. I would never allow a 13 year old to be having sex but kids will be kids and if the mother is allowing it she is also trying to prevent it by teaching her to use safe sex. if my 13 year old daughter was going to have sex i would want to know about it and help her protect herself rather than find out later that she got pregnant because she was being careless.
Its not illegal unless the mother is collecting money from her daughter having sex.. that's exploitation.

Well when I was teenager my mother had a draw filled with all types, sizes, brands, ect of condoms. When I said "I want Birthcontrol" she took me to my doctor and asked "Wanna do this alone or with me?" And I went alone. When I brought my boyfriend around he was the only one coming in and out of her house, there was no achol, no parties, plenty of condoms, Birthcontrol and honestly the situation was better monitored by an adult. It wasn't like there was a secret S&M basement, Video cameras around the house or anything like that. Just a safe secure place where I wouldn't be rapped, date raped, peer pressured, ect. And when I was 17 and I said "Mom I'm high and I'm drunk... Mom I- I... Cross fadded." She took very good care of me until the next morning. I never did that drunking thing again but if I ever decided too I would do it at home close to the one person I'll always trust to not drug me, hurt me and always watch over me my mother. Kids are better off with adults watching.

Yes it is but only if the boyfriend is also 13, or between 14, and 17 years of age. But still it is not a good idea. So what kind of parents let their kids have sex without trying to stop them. Given the risks of STD's, and unwanted/unplanned pregnancies?

I think it's a bad deal, but I think there is an age barrier for statuatory rape - I think if the boy is no more than a year older than the girl, it is not illegal.... but I'm not sure. You should probably ask at your local police station about the laws in your state/city.

It is illegal and is a form of abuse or neglect. IF you are aware of it AS A FACT and not as a "what if", then you need to confer with either child and family services or your local police.
We have to protect our children. Period.

Well, if he was like 19, he would go to jail, but I don't think the mom would go to jail, as she might call the cops herself, or someone else might?

i highly doubt the mother is telling her daughter "its awesome your having sex do it all day!" she put her daughter on birth conrtol and she knows she cant stop her daughter from having sex. shes most likly just trying to make sex as safe as possible for her daughter.
