Because if these people are poor, isn't it more of a burden to build them a house they can't afford to even live in?

This varies from case to case.The materials are donated and the builder donates the labor(big tax write off).
Sponsor companies such as Sears,ABC,Disneyinc,etc.
Donate money and products.
Some of the houses the mortgage is taken by the builder(once again taxes)
And in a few cases there are jobs offered by the builder or other companies involved.

ABC, Sears, Home Depot, the builders often pitch in, there's usually some contribution from Ford motors, as well as other sponsors and individual contributors.

I am sure ABC picks up all the initial bills (with the help of money from advertisers).
