To answer your question since it's available in Pokemon Ruby and Sapphire as well so I've been there before, here's the answer.
It's a Nintendo event-only thing. You need the Eon Ticket in order to get to it. The Eon Ticket was given away as an E-Reader card through their Nintendo Power Magazine. It's unlikely they give it away anymore but it's always possible. To find out if they still give it away, you can always contact them through their Contact page at their site which is this: nintendo.com
However Emerald cannot read the E-Reader, only Ruby and Sapphire can however transferring the Eon Ticket over to Eon Ticket from Ruby or Sapphire is indeed possible.
If you're able to get an Eon Ticket E-Reader card somehow, get the card into either Ruby or Sapphire then go to a Pokemon Center in Ruby or Sapphire and also go a Pokemon Center in Emerald. Then select "Record Corner" or "Mix Records" then you do record mixing and the Eon Ticket will be sent over.
However I think the purple end of the cable needs to be in the Gameboy Advance or Gameboy Advance SP that has Ruby or Sapphire in it - though.

To reach southern island, you need to get the old sea chart from a nintendo event. Once you have that, talk to the ferry lady and the option to reach southern island will appear. Take a low level Magikarp with you.
There's only one pokémon on southern island. It's the rare and Legendary Mew. When you first see it, it will hide in the tall grass. Save at this point just in case you mess up. Walk into the grass and follow it. You'll still be able to see it but only just. You have to corner it before you get a chance to fight it.
When you fight it, you'll find it's at level 30 and will have the following moveset...
Pound
Transform
Mega Punch
Metronome
Here'swhy I said to take a level 5 Magikarp. The plan is to trick Mew into transforming into Magikarp. Once it has, it will be a cinch to capture.
