Mystic ticket is an event item. Download it at a nintendo event and show it to the ferry lady. Yo will now have access to navel rock. Make sure you have a slew of pokémon around level 70 (including one with either a sleep or a paralysis) move before you go.

Navel rock is home to two legendary pokémon. Head into navel rock and climb to the bottom. Here you will meet a level 70 Lugia. It has the following moveset...

Recover
Hydro Pump
Rain Dance
Swift

Lugia's high defences and access to recover mean that it is almost impossible to capture. If you still havethe master ball, you can use that. Otherwise it will be a lengthy battle where you have to weaken it, give it a status problem then you can capture it.

If you climb to the top, you will find a level 70 Ho-oh with the following moveset...

Recover
Fire Blast
Sunny Day
Swift

Ho-oh is very similar to Lugia, but it can do more damage to you, but it can't take as much. It can still take an awful lot though. Avoid using rock type moves. Use the same strategy you did for Lugia.
