When you turn on a computer there is an on button on the big box with the hard drive in it, that will safely power it up and it will be ready for use. To turn it off, on every desk-top which is the computer screen there is a little box called START click it, then select turn off and it will give you the option of either shut down or restart. Turn off will turn it off and keep it off, restart does exactly what it says turn off then turn back on.

U should have a ups to protect it from power surges/cuts so turn that on first and then when turning off it goes off last. After u turn it on just turn on the computer. And why are you asking this??? You are obviously on a computer so u may be a small kid who doesnt know how, you are joking, or you just have no idea how to use computers. I think i'll go with the joke first - then young kid

It's not necessary to turn off a computer running Windows XP with current updates. I have three networked computers and never turn them off. There is some controversy as to whether it's safer to leave them on or turn them off, but there is no agreement on the subject. As an engineer I feel there is risk in turning them off and on, as current surges can be harmeful. It is important to use power management tools to have your computer hybernate, which will save wear and tear. The only things that will wear out on a computer are mechanical things, like disc drives and fans.
That said, in Windows you turn off your computer by clicking on START, the "Turn off Computer". You turn it back on with the power button of the front of the computer.

to turn the computer on- once you are sure the monitor is on, turn on the power on the CPU.
to turn the computer off- clicking on the "Start" button in the lower-left corner of the screen. A menu will appear. Click on "Shut down and thats it

turn it on with the power button on the front fascia. Turn it off by clicking and it will turn off automatically (under windows) In Linux or Unix it may be a little different though. In olden days (pre-90's) one used to have to park the hard drive before shutting down the pc.

You must rephrase your question. From what you said:
You want to turn on your computer in order to "shut down" your computer. This implies that y our computer was already shut down. So you do not need to turn it on.
What do you want to learn to do to a computer? What is "general"? If you mean how do I use a computer, that answer is probably going to be too long to put into Yahoo Answers.

I don't know about just ANY computer, but to safely shut down a computer running Windows, you should go to START | TURN OFF COMPUTER | TURN OFF. Turning it on is as simple as, well, turning on the power.

To start computer push button on front of tower and if you are using Microsoft and want to turn off hit , sorry, tap windows button and then tap u twice and computer will shut down correctly.
