Should that person get fired or not?

Yes, they should. As far as criminal records being public, arrest records are not. And a person has to follow certain procedure through court records or police files searches. To use access through a government position for personal reasons is, at best, an abuse of power and unethical.

criminal records are not completely public information, only the case, the date and the whether the person has been acquitted and the punishment are public information

things like names and addresses are not public not even names of the victims.
im doing my thesis on crime analysis and was unable to get addresses of crimes even after sending request of permissions form heads of the police force.

if htis person is abusing of these records, and i can think of many ways he can do this, then i say yes that person should be not only b fired but also punished by law.
