You can't choose this based on the number of votes because there are more people thus more voters now than there were 100 years ago. Communication technology today allows more people to see more about the canditates. 100 years ago the voters were not so cynical. The politicans actually cared about doing what was best for the country and not for themselves and their party. All I can do is give my personal opinion. I think the majority will choose John F. Kennedy. Personally I would choose Franklin D. Roosevelt. He was after all elected to 4 terms.
