The difference between 9 and -2 is [9-(-2)]. 19 less than that would be [9-(-2)]-19.
You can also just write it as -8.

Hmm... there's a specific meaning to 'the difference between' but I don't think that's what they mean.
probably they want: (9-(-2))-19
If they really want "the difference between" then it's
(9~(-2))-19
with a curvy minus sign, which means that they don't care if you take 9 - (-2) or (-2)-9. Normally you only see this, however, within absolute value or square roots.
