Get yourself a really good anti-spyware program and run it through your computer while in 'safe mode'.

What has happened is someone has litteraly locked in on your computer using that address probably thru a program malfunction of kind on their part.

Go to Help, then type in IP and get a new IP address.

It isn't a virus. It sounds like someone is trying to access your computer from a remote location. The location is given as the IP address.

Your firewall is letting you know that it detected the attempt and is asking you what to do.

If there is an option to always block this, I would select it.

This may be spyware, try downloading and install anti spyware applications such pcdoctor or adware.
These applications will in most cases locate and remove the problem.
Hope this helps.
