'Producions' here refers to projects or civil engineering construction activities that are basic infrastructure facilities for developlment of further amenities.

I believe this is similar to when they speak of a theater "production". The production refers to the coming together of all of the different processes that must take place in order for the show to go forward. In theater there are the set makers, lighting crews, make up, wardrobe, costume design, orchestra, etc. All these things need to happen with the end production being the "production" or show that people come to see. So it follows that it is the same in civil engineering "productions." For example, to build a road, there are many things that must happen in order for the road to be built. There are the processes of measuring, marking the gas lines, digging up the old road, leveling, putting in the metal rods for pouring concrete, pouring the concrete, perhaps there were new water lines to be put in before the road is finalized, perhaps curbs were added, etc....all of these processes equals the "civil engineering production."
