Black velvet pants are a lovely, nuetral choice of evening wear. So, you are open to several styles/colors of shoes. You can easily wear a black satin evening sandal with a heel. That is super with it. Or, you go closed toed if the climate is colder. Other colors that work well are a gold (not to shimmery) high sandal, or even silver. It is all going to depend on the top and the jewelry that you choose.
A cream Organza or silk blouse would look gorgeous. A red blouse does too. I probably would not wear red heels, however. It is too much of a contract from the pant. Just remember, "less is best" when it comes to fashion. You want to stay elegant and classy overall with velvet pants. Don't overdo it with too much jewelery and shimmery shoes.
Also, make sure the pants are long enough to cover atleast to half of the heel of whatever shoe you choose. Otherwise, they will look too short. If they are short and you can't let them down, choose a flat or shorter heel.

It depends upon your age, really. If you are 40ish or older I would say wear black patten leather. If you have a young spirit then wear heals or possibly patten sandals. You should wear a spectacular blouse, winter white or cream silk. If you are wearing a jacket that matches the pants then stick with black shoes. If you don't have a jacket then you could wear more color in your blouse and get away with a colored shoe...possibly satin...that would accent your blouse. Keep your accessories clean and simple. Reds, and cream colors...wear gold. Blues and violets, wear silver. Greens can go either way.
If you are not used to wearing heals then do the flat classic patten leather shoe or something with a kitten heal.

It depends on your gender and age. Black velvet is gorgeous on all age groups, but the shoes really depend on age. A 14 year old girl can't pull off a pair of patent leather stilettos like a 30 year old can.

Well wear a black pair of shoes. Black shoes are a classic. You can wear them with anything, so you don't have to worry about the right color shoe.

Black strappy sandals would be cute. Medium heel if the pants are wide at the bottom. High heel if the pants are narrow at the ankle.

i would get a nice satin heel or sandal in the color of your top. Stay away from suede or anything that looks similar to you velvet.
