I would use a marketing/advertising agency under three conditions:
1) If I did not feel comfortable enough to handle the advertising myself.
If you simply don't feel you have the ability to go it alone, it would be a good idea to get a third party to handle your advertising--at least until you've gained some experience.
2) If I did not have the time to do it myself.
If your focus is better spent on your current customers than on gaining new customers, then using a third party to help you gain new customers might be a good idea.
3) For television or radio ads.
For television or radio ads, I would go with a professional, since they know their industries very well and tend to do a better job than you could youself.
==WARNING==
If you're looking for a marketing company to handle your online marketing, be very, very careful to research the companies. There are a lot of bogus companies out there for search engine and pay-per-click marketing.
