i cliccked on security center from controll panel to check it has massage-The security center is currently un available because security center service has not started or stopped.please let me know ho to re start it.

I perassume you are using Windows XP and you have Admin rights for the user account you are using.
Right click on My Computer and Select Manage.
You would find services
Select Security Center Service and double click it and select the startup mode to Automatic and click Start button.
This should start the service.
If the service fails to start go to Control Panel > Administrator Tools > Event log. You would find an event in the system events why the service failed to start.
Search google for the solution or copy paste the error message to me and i would get the solution for you
