Sounds clogged.
Upplug it, take it off the tank and take out all the filter media. Fill a bucket with some tank water and rinse the filter media in the bucket (so you don't kill the good bacteria on the sponge).
Then remove the motor part of the filter (it's the black box on the bottom - twist to remove). You will see that you can pull out the impeller - that's the thing that turns to pull in the water. Rinse it and the rest of the filter (tubes etc) thoroughly. Put it back together, put it on the tank, fill it with water, plug it in, and it should work.
If it still doesn't work, is it possible someone tampered in the motor and made it run backwards?

take the filter and do a good thorough cleaning on it...buy a new filter cartridge, and try that. if it doesnt work, then check the engine itself. most filters have a detachable engine unit. make sure it is spinning clockwise, adn not counter.
also...check the pipe that is attached to the filter. sometimes they collect things that are bigger and they get stuck and cause a large algae buildup, and causing the filter to not properly work.

Clean it. Wash biomedia in tank water. Check water perameters esp. Ph. You might be going through a Ph crash, if its lower than it should be like <6.8, change water.

Check to see if the magnet in the filter is spinning backwards, If it spinning backward then the maker or you have install the magnet wrong and just switch them and see if the works. If you still have the instruction check it out.

dont just change the filter you got to clean the system as well. it gets all slimmy in there and does that. when i got my first tank i didnt know you had to do that as well and i had the same problem.

yeah its deffiantly clogged. try unplugging it and rinsing it down in any way possible. try to get all the guck out of it and replug it. if this doesnt work. buy a new one
