I think so. all they do is grow, but that's not something they control. they can't see, hear, smell, taste, tough, or talk, so they're inanimate.

No plants are alive, they grow, repire, reproduce, and they can move as well, but because they move slowly, it is difficult to notice. For example plants can turn their leaves towards the direction of sunlight to maximise the rate of photosynthesis
