8 winners so 8 teams out, now down to 8 teams ~ 4 games
4 winners so 4 more out, now 4 teams remain ~ 2 games
2 winners so 2 more out, now 2 remain ~ 1 game
1 winner and tournament is finished.
8+4+2+1 = 15 games

Assuming no ties, there will be 15 games.
