Sleep walking?
Peel off as much as you can and then turn the oven on and let it burn off. Open up your home so that the crud can go outside - as it is likely toxic to some degree.
Or if it's just on the rack - take the rack outside and see if you can scrape it all off.
This won't be an quick cleanup - but how did you manage this? LOL
Heard of burners being turned on - but the oven? ;)

I would NOT recommend turning the oven on as it would take only a few additional seconds to get too hot and begin the burn process all over again.
A much safer way is to use cold.
If you have a chest freezer, put the rack inside and leave it for an hour or more to freeze. The plastic will likely be more brittle than it was before heated, and, once chilled, it should break away pretty cleanly.
If no freezer is available, you can put the rack on a tray in your refrigerator and pack ice around the plastic.
Same expectation, but you may have to do it a couple of times.
Fumes? difficult to say, as the type of plastic is not known.
In most cases, the fumes are not favourable to the human body, but if you are reasonably healthy, and the exposure is fairly brief, they are not sufficiently toxic as to do any serious or lasting harm.

I recommend removing the rack from the oven, and taking it outside to work with once the plastic has cooled. Ventilate the room, as you dont want to inhale too much of those fumes. Oh yeah...turn the oven off.
Once the plastic is cool in the rack, you should be able to cut or break it off with some pliers, or garden shears (carefully). When you get most of it off, scrub the rack with a wire brush, and soap and water. You should be able to scrape out any that's in the oven, once it's cooled. Your oven will still be safe to use.
Lesson learned...dont put plastic in the oven.

warmth the oven till the plastic is pliable. Scrape it off the backside with a putty knife. Cool the oven, then sparkling with an oven cleanser. this is a few cycles till the residue and smell are eradicated.

open window remove rack scrape off . for plastic in oven heat up oven a little then scrape off with metal spatula .dont breath in fumes

Hi id turn the oven on again but not for too long just long enough for it to melt again then be VERY CAREFULL and quick clean it up and if it sets again just melt it again goodluck with it and be carefull :)

I DON'T KNOW ABOUT THE FUMES BUT I WOULD MELT IT MORE AND GET IT SOFT TO WIPE IT AWAY WITH AN OLD RAG.

get a paint scraper (razor blade type) and give it a good scrape,it should come off. Also wire wool(brillo pad should work.
