I have 20 Fils from Kuwait, but where the year should be (under the ship) the numbers do not make up a year. Instead they read 199(little diamond shape) - 1, backwords 3, 1 (little diamond shape). I could not find a picture on World Coin Gallery that matches.

The numerals on your Kuwaiti coin:
1 = 1
4 = Backwards 3
1 = 1
5 = Little diamond shape

And according to the Islamic calendar(lunar calendar having 12 lunar months in a year of about 354 days), 1415 of Hijrah year refers to the year 1995. This is the date of your Kuwaiti 20 fils coin (on the coin it states "1995 - 1415").

Looks to me like it is 1410 Hejira date in Arabic, which is from Aug. 03 1989 to July 23 1990.
