Can people who've had those sex change operations have thier sex legally changed, like on official documentation? If so where (state, country, etc).

Also is tranny still an accepted term or is it offensive?

Yes, in some countries, sexual re-assignment can be made legally, but I don't know about the US. Given the current hostility in the US towards Transsexuals I doubt there is any jurisdiction that allows it, however I could be wrong.

I Know Canada, Belgium, The Netherlands, UK and other European countries have some legal standing.

As for the term Tranny, although I personally don't like the term, not being one, I cannot say if it is offensive or not.

Tranny is indeed offensive. Transsexual would apply to people who have had operations.

And, yes, they usually can have their gender legally changed. The weirdness is that in the US, each state has it's own legal definition of what makes a male a male and a female a female. In one state, it was literally "Male if you urinate through a penis, if not then female." Like...you can HAVE the parts, but not urinate through them....yeah. And I think some states DO still have that whatever's on your birth certificate sticks. :-/

In the US they are legally changed. In fact there was a guy who was retired Navy and came into the ID office and had to get a new ID made to indicate he was a woman!

In fact in some state is the USA you can change your ID without even having the operation!

Yup.. far as i know anywhere in the USA..

Tranny is not accepted and is considered offensive, (it ranks right up there with she-male) except on web porn sites.. the accepted term is transgendered

yes you can have it changed. even before the operation.
