No, Diana did was not Her Royal Highness at the time of her death. Her HRH title had been taken away after the divorce from Charles and her title was changed to Diana, Princess of Wales whereas before she was HRH The Princess of Wales.

No, her courtesy title of Her Royal Highness was removed upon her divorce from Prince Charles. She was still styled Diana, Princess of Wales though and that would only have changed if she had remarried whereupon she would have taken her new husband's name or title if he had one.

No, both She and Sarah are neither "HRH" since their divorces. They were still called "The Princess of Wales" and "The Duchess of York" but neither ACTUALLY WERE. IF Diana was still alive when Charles married Camilla, Camilla automatically became the Princess of Wales on her Marriage to Charles (she chooses not to use it, probably out of fear of being compared to Diana). Diana would still be called, Diana Princess of Wales, but that would BE HER NAME, not her TITLE. The same with Sarah Duchess of York if Prince Andrew remarried to someone else. She would be Sarah, Duchess of York (but it would be her name, not her title) while Andrews new wife would be the ACTUAL Duchess of York!
Most of the European royalty though Diana was VERY mistreated as heir to the future King of England, after her divorce.
