A Cacique is equivalent to a paramount chief, a chief of chiefs, a minor king in the Caribbean region. He makes policy concerning his people and their territory. Managing war and peace. Imposing legal decisions,re water, food and resources. Guarding cultural traditions.

A monarch is a king of a nation state. In the usual way that we use the term. He does all of the things done by a Cacique only on a much grander scale. They both stand at the head of a social pyramid
