Birmingham was severely and systematically segregated, and those in power there would not negotiate. So the local blacks had a series of public demonstrations; but the authorities were obdurate. Finally the court issued an injunction against a peaceful protest march, and the people decided to march anyway. Their hope was that this would produce a crisis that would force the City to negotiate changes.
Dr. King was generally in favor of strict obedience to the law unless there was no effective alternative to civil disobedience.
