Would this have something to do with kinetic energy/theory?

pure water never gets colder than 32 degree and Ice is always 32 degrees. Ice water is 32 degrees.

It is called removal of latent heat.

During the actual phase change (melting, freezing, evaporation) the temperature of the substance remains constant while it continues to gain or lose energy. The energy goes into breaking/forming bonds rather than the temperature.

The temperature of the substance remains the same as it is melting or freezing because any energy added/removed to the system is used to either melt or freeze the substance. Once the freezing or melting process is complete the temperature of the substance will either rise or fall

Melting = temperature is going up...... Freezing = temp going down.

there is a "kinetic theory" of energy that is involved. as written "kinetic theory" of energy - - it usually refers to an 1880's theory, when the 'phases' or 'states' of matter were just thought to have been .... solid, liquid, gas - - we now know of plasma and a recent addition of the boohr - ???some other name??? phase.
