The toy is called a doll, regardless of gender. In fact, when I was a kid, they came out with a genetically correct boy version of baby-alive.
Action figures also come in both genders, but these are generally smaller than most dolls.

i'd say doll because, for example, Ken is a Barbie doll (barbie is the whole big thing, not just the individual doll). and action figures can come in both male and female figures (or whatever you want to call it), so action figures are both (and so are dolls).

Not all male dolls are action figures, there are baby dolls that are anatomically correct and I guess you'd call them "boy dolls", my son had one when he was little.

I always called my Ken's my "Ken doll". Though guys prefer calling their toys "action figures."
