I would highly suggest hiring employee's at market rate. If you pay below market rate then they will take the job until something better comes along. It is best,and less expensive, to pay more than to have to recruit and train a new employee.
Also, you need to look at your benefits package and how it relates to your competitors.

best bet is go to a new grad student with the right skills for the job. I just got hired in my major after a year and would practically take anything to get here. they are eager to break into the business and dont know how much to ask for but lack of expierience prepares them from an entry level paycheck.
