What happened to Val's husband Vic? Why is Simon Rex all of the sudden on the show as her boyfriend (I think his name is Jeff on the show maybe).?

The last episode of the series is the one where Holly and Val break out of a spa and make it to the Church in time for Val and Vic's real wedding.
The first season of the show, Simon Rex played Val's boyfriend Jeff.
The show ran on The WB from September 20, 2002 to March 24, 2006

Is it possible you're seeing old episodes? The show had a "series finale" a while back and Val was marrying Vic in that episode (big wedding, formal dress, etc - right after Val and Holly got stuck at the spa and had to escape on the horse....).
...unless there are new episodes that we're not getting here.

Simon Rex is from the very first season of the show, those are reruns
