Well, you want a painter not a photo editor first of all. Take a look at Corel Paintshop Pro, Macromedia Fireworks, Adobe Illustrator. I would suggest Photoshop, but that's more of a photo editing package then a drawing package.

Creating images and graphics from nothing?

I presume you mean starting with a blank page?

There's lots of programs that will do that. They range from Windows Paint (low quality) to Adobe Photoshop or Corel PhotoPaint which are among the best.

Photoshop is the program of choice for professional artists and special effects people. You can download a trial copy from www.adobe.com to see if it fits your needs.

Smaller packages that still work well can be purchased at FutureShop or even Walmart for less than $100.
