Start from the end amount and work backwards.
$5 + $1 = $6
$6 is the "half of what money remained"
So two $6 are $12
Then add the $4 on to that.
You now have $16.
$16 is the two thirds left after Carli spent her third.
The 'additional' third is half of $16.
$16 + $8 = $24
Therefore her original amount was $24.
Incidentally, the last bit - the calculating with thirds is what you use to calculate currency exchanges between British Pound Sterling and Euros. So if you're ever changing money between Britain and Europe - that's how you can calculate it easily!

Alright, this works best if we go from the end backwards.
Carli has 5 dollars. Before boarding the bus, she has 6 dollars.
Before this, she spent half of her money, which means we can double that 6 dollars to get the 12 dollars she had originally. Before the 4 dollars spent, she had 16. And since 16 is 2/3rd of her original money, she began with $24.
With word problems like these, it's always best to go from end to beginning!
Edit: Sorry! Mixed up the 1/3rd with 2/3rd. This is why it's good to double check your work :-)

M is your starting money. Set up an equation exactly like you say:
((M - 1/3 x M) - $4)/2 - $1 = $5
M = 24
Mr. Num Num is not quite right, because the $16 is 2/3 of her starting money, not 1/3.

Rewrite the formular is as follow;
X-1/3X - 4 -1/2R-1=5
X-1/3X-4-1/2(2/3X-4)-1
