It was a oblong wire circle and a cogged wheel was inside and you moved your wrists to make it go back and forth!

The ones that I remember as a kid weren't cogged, but used magnets to hold the gyro to the wire frame. They went by a lot of different names. Here's a link to one called the Magnetic Gyro-Fly Wheel:
