You should find neighbors or relatives that may need help around the house doing some chores. Maybe cleaning or dusting inside the house, painting some rooms, rake leaves, mow grass, shovel snow,..etc. Look around your house and think of things you can do for others. Have them pay you for amount of work and the quality of the job you did. Just make sure your parents know who you are helping and where. You cant trust anyone these days.

You could try some online stuff. They require you to be 13 for most so you should check it out. Plus since I'm guessing you have a lot of friends with the same problem you could refer them and make big money!
Edit: When I was 15 I made 5.15 an hour at a bait shop! :)

Here are some things kids in my neighborhood do: Those who offered services made fliers and posted them in the neighborhood. Some of these 13,14,15 yr. old are making around $100 a week. I used the pet walker when my foot was in a cast, and boy was I glad to have her !!!!

yard work
baby sitting
car washing service
pet walkers
garage cleaners

If you are good on computers start an e-bay store, buy and sell random stuff for a profit my 16 year old brother does this and makes some decent cash on the side.
