Also note that most* international students require an F-1 visa to study in the USA. Universities will grant students an I-20 form which is used by the US consulate to grant this type of visa. International students must show proof of financial funds for at least 1 year of studies (some universities require 2 years) in the USA in order to obtain an I-20 from the university.

*International students who don't need F-1 visas usually possess other temporary or immigrant visas. Visitor visas are not valid for university studies in the US.

They have to apply to the school and get in before they can apply for a visa.

The student visa allows full time study and up to a maximum of 20 hours a week of working on campus only. Usually the school will apply for the visa on behalf of the school but you have to get in first.

Your friend should investigate the programs and schools he is interested in to find out the other requirements - GMAT/GRE scores, TOEFL scores, etc.

i was a international student in USA, so, i need to apply the student visa -F1 visa.

first, you need to apply the school, and get the acceptance from school. then, you can apply the visa, and you need to prove that you or your parents are well able to pay for your tution. so, you can wait and get the visa. the waitinf time can be vary, since it depends on which country are you at.
