Not sure what you mean, but I'm guessing you don't have any pubic hair yet (usually by 13, but some not until later). I have to say that your girlfriend (is this the one that's a year older?) shouldn't be pressuring you to do something you know neither one of you is ready for. I'm also guessing that maybe she thinks because you don't have any hair down there yet that you also can't get her pregnant (and that maybe that's her interest in you). You both should know that there isn't a direct connection between the two, just like girls can get pregnant before they have their first period.
Tell her, sure, as soon as you are out of high school and have a job so you can support the baby. Whether she's really your girlfriend you'll be able to tell by her reaction. Don't be surprised if she suddenly loses interest in you, in which case consider yourself lucky!
BTW, an afterthought: if you're older than, say, 16, depending on what you mean by "not fully developed" you might want to have your doctor refer you to an endocrinologist for some simple blood tests and an evaluation. You might need some hormone shots to help you along.

Don't let anyone force you to do anything that you're not ready to do. Too many adolescents are having sex simply because they feel pressure from their peers. That's not a reason to have sex. When it's the right time, you'll know it. If you feel ready, just be honest with her and tell her what's going on. Communication and honesty are important things in a relationship. Just remember to be safe and use protection.
